INVITATION FOR BIDS

The Housing Authority of the City of South Amboy (Authority) will receive sealed bids for the Dohaney Homes Roof Replacement, Building A. Sealed proposals will be received for all labor and materials to complete the project.

The work is as described in, and in accordance with, the Contract Documents, together with any addenda issued before the date bids are received.

This project is funded by the U.S. Government through the Department of Housing and Urban Development (HUD). Bidders must pay no less than the minimum prevailing wage rates required by HUD.

Qualifications:

  1. Must be in good standing with HUD and not listed on the federal or state listing of debarred contractors.

  2. Must comply with the requirements of P.L. 1975, c.127 and N.J.S.A. 17:27; the requirements for Alternative Dispute Resolution (ADR) established by P.L. 1977, c.371 and N.J.S.A. 40A:11-50; and the specification of subcontractor’s scope of work established by P.L. 1997, c.408 and N.J.S.A. 40A:11-16.

  3. Must be registered with the Department of Labor as a Public Works Contractor per P.L. 1999, c.238, N.J.S.A. 39:11-56.48.

Bid Submission:

The following items should be included with the bid:

  1. Bid proposal, submitted as directed by the Project Manual;

  2. Bid guarantee of not less than five percent (5%) of the bid amount, made out to the Housing Authority of the City of South Amboy (certified check, bank draft, U.S. Government Bonds at par value, or a bid bond from a surety acceptable to the U.S. Government and authorized to do business in New Jersey);

  3. Affidavits referred to in the Instructions to Bidders in the Project Manual;

  4. Statement of Ownership;

  5. Proof of Public Works Contractor registration with the Department of Labor;

  6. Business Registration Certificate issued by the NJ State Division of Revenue for the prime contractor and any subcontractors.

Bids must be submitted in a sealed envelope addressed to the Housing Authority of the City of South Amboy, 250 South Broadway, South Amboy, NJ, by 1:00 PM on Wednesday, October 28, 2026. The outside of the envelope must name the contract being bid on and the bidder’s name and address. Bids will be publicly opened and read aloud at that time and place. Bids submitted without a bid guarantee will be rejected.

Construction Documents may be examined at the Authority’s office from 9:00 AM to 12:00 PM and 1:00 PM to 4:00 PM. Bid Documents may be requested electronically by emailing Bids@CenterStateEngineering.com.

No bidder may withdraw its bid within ninety (90) days after the bid opening. The Authority reserves the right to waive any informality in any bid, to reject any and all bids, and to make awards in its best interest. Minority and women owned firms are encouraged to bid.
